HRE Development
Tracking HRE Development distress deals or HRE below market properties? This guide covers the Dubai developer behind the Skyhills series and Skyhills Astra in Dubai Science Park, Celeste at Al Jaddaf Waterfront, Sakura Gardens and Wadi Hills in the Dubailand corridor, explains motivated seller listings, and sets out Oqood, NOC and outstanding payment plan checks for below original price offers.

Developer overview
HRE Development is a Dubai residential developer presented on hredevelopment.com. Official about copy dates the firm's construction roots to Sharjah in two thousand three and describes a later shift into real estate development with an in-house construction arm. Public leadership messages name Mohamed Adib Hijazi as Chairman and Dr Hassan Hijazi as Vice Chairman. The site contact block lists Skyhills Astra, Dubai Science Park, Al Barsha South, Dubai.
Buyers who meet an HRE Development card on DPF should treat each Skyhills phase, Celeste, Sakura Gardens and Wadi Hills as its own product. The projects index currently lists Sakura Gardens, Wadi Hills, Celeste, Skyhills Astra and Skyhills Residences one through three. DPF keeps this developer page under Dubai navigation, with related reading on the Dubai city page, the Dubai Science Park area page, the Al Jaddaf area page and the Dubailand area page.
Portfolio and locations
HRE Development's official projects list highlights:
- Skyhills Residences 1, 2 and 3, Dubai Science Park – a multi-phase apartment series in Dubai Science Park, with Residences 1 handover notes published on HRE media pages.
- Skyhills Astra, Dubai Science Park – a later Skyhills address in the same Science Park cluster, also used as the developer's published office location.
- Celeste, Al Jaddaf Waterfront – a mid-rise apartment building of limited residences marketed for privacy beside Al Jaddaf cultural and waterfront landmarks.
- Sakura Gardens, Falcon City / Wadi Al Safa corridor, Dubailand – a verdant community launch described in HRE and Zawya project notes within the Falcon City of Wonders / Dubailand belt.
- Wadi Hills, Dubailand corridor – a separate HRE residential project named on the projects navigation for the wider Dubailand growth area.
Confirm the registered developer entity and plot on each SPA. A Skyhills Residences 1 card is not comparable with Skyhills Astra, Celeste in Al Jaddaf or Sakura Gardens in the Dubailand corridor.
Property types
HRE Development markets apartments across the Skyhills series, Celeste mid-rise homes and community residences at Sakura Gardens and Wadi Hills. Ask whether a listing is a residential title rather than retail podium space before you rank HRE cards, and ask which parking bays and stores transfer with the unit. Amenity floors and shared gardens described on project pages may sit outside the unit title, so request the building or community rules with the payment plan statement.
What buyers should verify
- Legal developer on the SPA. Match HRE Development or the named project SPV to the Oqood.
- Building and community. Skyhills Residences phases, Skyhills Astra, Celeste, Sakura Gardens and Wadi Hills are separate products.
- Payment plan statement. Ask HRE or the named seller for a written account of paid and outstanding instalments.
- Resale NOC. Ask HRE when a Skyhills, Celeste or Dubailand-community NOC issues and whether outstanding instalments block it.
- Escrow and progress. Match the HRE escrow reference on the SPA to Dubai Land Department notes for that Skyhills or Celeste address.
- Service charges. Ask for the latest schedule for the named Skyhills, Celeste or community address before you lock an outstanding balance clause.
- Title path. Keep Oqood checks on still-off-plan HRE stock and title deed checks on delivered Skyhills Residences 1 or other handed-over phases.
Finding distressed and below-market HRE Development properties
Finding distressed and below-market HRE Development properties usually means assignments inside a Skyhills phase, Skyhills Astra, Celeste, Sakura Gardens or Wadi Hills. Motivated sellers on HRE cards often entered a Science Park or Dubailand launch and later leave remaining instalments after a relocation or another purchase. Urgent sale wording appears on some cards, and a subset ask under the seller's original HRE or project-entity contract.
Below original price, or below OP, is that under-contract ask against the seller's HRE SPA. Below market value instead benchmarks similar recent resales in the same building, not every Dubai Science Park mid-rise. Whoever steps into an HRE card usually takes on the unpaid instalments, so total cost is seller consideration plus that balance. Paying cash can shorten the HRE ledger, yet the developer NOC and Dubai Land Department transfer path still set timing.
Distress-purchase risks include mixing Skyhills Residences phases with Astra, ranking Celeste against Dubailand community stock, unpaid service charges, incomplete parking lists and a registration certificate that still shows a prior co-buyer. DPF gathers HRE offers for comparison only and does not value units or verify sellers' claims. Compare only within the same HRE address and product type.
HRE Development's official project pages are the right place to confirm which address a seller is leaving. When a listing card only says HRE or Skyhills without naming Residences one, two or three, Astra, Celeste, Sakura Gardens or Wadi Hills, treat it as incomplete until the SPA identifies the project. Buyers comparing HRE cards should also separate delivered Skyhills title deed stock from still-off-plan phases, because the outstanding balance maths and NOC conditions often differ.
Before any deposit moves, confirm which Dubai trustee handles HRE assignments and whether service charges have already started on the named Skyhills or Celeste plot, then write those answers into the sale agreement.
