About Azizi Raffi

Raffi is a residential building by Azizi Developments in Al Furjan, described on the developer's page as newly launched. Azizi lists studios and one-, two- and three-bedroom apartments, presents the design as a blend of art and architecture, and names separate pools for adults and kids, a children's play area, retail units and dedicated garages among its facilities. The page also shows a published starting price, which indicates that the developer itself is still selling inventory.

That last point is central for anyone looking for value. When the developer is still selling, every resale competes directly with Azizi's own price list.

Buying from the developer or from an owner

A buyer interested in Raffi has two routes. The first is a direct purchase from Azizi on its current payment plan. The second is an off-plan resale, where an early buyer assigns their contract to you. A resale only makes sense if it offers something the developer does not: a lower total cost, a better floor or view, a unit type that has sold out, or a more advanced payment position that suits your cash flow.

Ask for the developer's current price for an equivalent unit before you look at any resale. That number is your ceiling.

Also ask Azizi which unit types and floors remain available. If a particular layout, such as a three-bedroom apartment on a higher floor, has already sold out at the developer level, a resale may be the only way to buy it, and the seller will know this. In that case a premium over the original price is common, and a below market resale is less likely. Where plenty of similar units remain on the developer's list, the balance tips toward the buyer.

Location and connections

Azizi places Raffi in the heart of Al Furjan, with Sheikh Mohammed Bin Zayed Road and the metro close by and Ibn Battuta Mall, Dubai Marina, Bluewaters and Expo City Dubai named as nearby destinations. JAFZA, Palm Jumeirah and Al Maktoum International Airport are all within a drive. Our Al Furjan community guide explains the area, Jebel Ali lies to the south-west, the Azizi developer page covers the developer's other launches, and the Dubai city guide describes the market as a whole.

Finding distressed and below-market units in Azizi Raffi

Distress in a new launch rarely looks like a desperate sale. More often it is an early investor who planned to flip the contract and now needs liquidity, or an owner who has reconsidered the commitment of a long payment plan. These motivated sellers may accept little or no premium over what they have paid, and occasionally they will offer a contract below original price if their circumstances demand it.

International buyers may search for terms such as off-plan resale, assignment sale, priced to sell or under market value. The proper comparison is threefold: the developer's current price, other recent resale trades in Raffi, and nearby Azizi buildings at a similar stage. A contract that appears below market against the developer's list may still be expensive once fees and outstanding instalments are added.

How the assignment works

Ownership of an off-plan unit is recorded under an Oqood registration at the Dubai Land Department. To assign the contract, Azizi typically requires a minimum percentage of the price to have been paid, and it charges a transfer fee before issuing its NOC. Ask the seller for an official statement of account showing every instalment paid, any outstanding amounts, late payment penalties and the remaining schedule.

Agree clearly how much you pay the seller, usually the amount they have paid in plus or minus a premium, and how much you will still owe Azizi under the payment plan. Make sure you can meet the future instalments, including the final payment at handover.

Protecting your money

Off-plan payments to the developer should go into the project's escrow account, not to a sales agent or a personal account. Confirm the escrow details with Azizi directly. Hold any deposit to the seller with a licensed broker until the NOC is issued, and complete the Oqood transfer at a registered trustee office. If the seller financed their purchase, check whether a bank holds any rights over the contract that need releasing.

After handover

When the building completes, you will pay the final instalment, inspect the unit, and receive the title deed in exchange for the Oqood. Service charges begin at that point, so ask Azizi what the expected budget will be. Budget too for snagging, utility connections and furnishings if you plan to let.

Negotiating a contract

Present the developer's current price, your calculation of total cost, and a clear timetable for the transfer. Sellers who need liquidity respond to certainty, so have funds ready for the amount due to them and the developer's transfer fee. Use a Form F agreement through a licensed broker that records the price, deposit and the conditions for completion.

Frequently asked questions

What unit types does Azizi Raffi offer?

Azizi lists studios and one-, two- and three-bedroom apartments, with separate adult and kids' pools, a play area, retail and garages.

Is Raffi still being sold by the developer?

The developer's page shows a starting price and describes the building as newly launched, so check Azizi's current pricing before considering any resale.

Can a Raffi contract be bought below the original price?

Occasionally, when an early buyer needs liquidity. Always compare the full cost, including outstanding instalments and fees, with Azizi's current price.

What does the developer need to approve a resale?

Typically a minimum share of the price paid and a transfer fee. Azizi then issues the NOC so the Oqood can be moved into your name.

Where should payments to the developer go?

Into the project's escrow account. Confirm the account details directly with Azizi and never pay instalments to an intermediary.

What happens at handover?

You pay the final instalment, inspect the unit and receive the title deed. Service charges start once the building is handed over.
