Capital Bay
Capital Bay is a DAMAC Properties project in Business Bay that the press reported complete in 2014. DPF sets out what is confirmed, what is not, and the checks for resale and distress deals.

Capital Bay in Business Bay: identity and parent area
Capital Bay is a DAMAC Properties development in Business Bay, Dubai. DPF could not open a DAMAC project page for it, so the identity rests on press. Khaleej Times reported in 2010 that DAMAC had cast basement slabs at four of its nine Business Bay projects, naming The Corner, Executive Bay, Capital Bay and Park Central. In November 2014 The National reported that DAMAC had completed its 22-storey Vogue tower and its 18-storey Capital Bay in Business Bay. Between them those two reports tie the name, the developer and the district together.
This is a tower-era Business Bay project, not a master-planned community. DPF files it as a community page under the Business Bay area, but the press describes a building. Treat it as a single tower, or at most a pair of linked towers on one podium, when you read a title deed or an advert.
Developer: what DAMAC Properties is, and what we could not confirm
DAMAC Properties is a Dubai developer with many Business Bay projects; the full company profile is on DAMAC Properties on DPF. A Gulf News report on construction progress names Sun Engineering as the main contractor for Executive Bay and Capital Bay. The specific legal company that holds Capital Bay's title is not stated in any source DPF opened, and the developer's current Business Bay apartment listings do not include a Capital Bay entry. That is not unusual for an older, completed project, but it means you should not assume the listing details on a DAMAC page exist. They did not for us.
If you want to read about the developer's recent Business Bay work, its own blog covers newer towers such as Chic Tower, which the developer places at the canal edge in the middle of the district. Capital Bay belongs to an earlier generation of DAMAC stock.
Names to watch: Capital Bay, Capitol Bay, Tower A and Tower B
Several things can confuse a search. Some portal pages spell it "Capitol Bay". Portals also split it into "Tower A" and "Tower B", and one broker page describes two towers joined by a podium. The press reports DPF opened speak of a single 18-storey Capital Bay, so DPF has not been able to confirm the two-tower layout from an official or news source. Ask the seller which tower and unit number appears on the title deed, and compare it with the building name on the service-charge invoice.
DPF searched for other projects called Capital Bay in the UAE and found none in a source it could rely on. That is a statement about what DPF found, not a guarantee. Since DAMAC also used "Bay" in the names of neighbouring projects such as Executive Bay, be careful that an agent has not mixed up one with another when quoting floor plans or fees.
Handover and status: completed, as far as the press shows
According to The National's report of November 2014, Capital Bay had been completed by then. DPF found no developer page that states a handover date, an occupancy permit or a completion certificate number, so we have not put any here. A portal gives 2014 as the year, which agrees with the newspaper, but a portal is not a source for status on DPF.
What follows is that the building is more than a decade old. There is no off-plan stage, and no developer payment plan to take over. If an advert suggests either, ask exactly what is on offer. In a building the press reports as completed, a Capital Bay off-plan resale should not exist, and the transfer is a plain resale of a registered unit.
Property types in Capital Bay
No official source DPF opened sets out the unit mix. Portal pages describe studios and one to three-bedroom layouts and call the complex mixed-use, but DPF treats that as unconfirmed. The practical test is the title deed and the sales contract: they will state the unit type, the area in square feet or square metres, and the building. Check those against the floor plan the seller shows you. If the numbers differ, ask why before you pay a deposit.
Also ask whether the unit is currently used as a long-term rental, a holiday home or an owner-occupied flat. Permit rules for short-term rentals are set by Dubai's tourism regulator and by the building's own rules, so a seller's claim that the unit can be listed on a holiday-let platform should be checked, not accepted.
Ownership scope and who can buy
DPF is not claiming freehold status for Capital Bay. No official source it opened addresses that, and Dubai's rules on foreign ownership depend on designated areas under Dubai Regulation No. 3 of 2006. The reliable evidence is the unit's registration with the Dubai Land Department. Ask the seller for the title deed, and have a licensed broker or the DLD confirm the property status before you sign.
Buying a Capital Bay apartment: resale checks
For Capital Bay resale apartments the document list is the usual one, but an older building adds some questions.
- Title deed in the seller's name, matching the building and unit number on the advert.
- Mortgage liability letter, if the unit is financed, with the settlement amount and process.
- Service-charge clearance from the owners' association or building manager, so no arrears pass to you.
- Any NOC the transfer needs, and the Form A and Form F paperwork signed with the broker and the other party.
- Ejari registration and lease end date if the unit is tenanted.
- A valid RERA Trakheesi permit number on the advert.
Capital Bay service charges and building condition
Ask for the Capital Bay service charges for the current year, the reserve-fund position and any planned major works such as lifts, façade or pool plant. A building of this age can carry a special levy, and that can change the maths of a bargain. DPF does not quote a charge per square foot because it found no official figure.
Below original price and distress sale checks
A Capital Bay below original price deal means the seller is asking less than they paid. Verify that through the DLD sale history and recent registered transactions of comparable units in the same tower, not through a message. On a project from 2014, many original buyers have owned for years and some bought at very different market points, so an asking price below the original developer price may simply reflect a long ownership period rather than urgency.
A Capital Bay distress sale tends to look like a seller with a mortgage to clear, a vacant unit with arrears, or an owner abroad who wants a quick transfer. Ask how long it has been listed, whether the price has moved and whether the service-charge account is clean. A discount is only real when title, charges and mortgage are all clean.
Business Bay has plenty of buildings from the same period, so compare Capital Bay with a few of them, starting from the Business Bay area page and nearby Downtown Dubai pages, before deciding whether a discount is real.

Frequently asked questions
Who developed Capital Bay in Business Bay?
DAMAC Properties. Khaleej Times (2010) lists Capital Bay among DAMAC's Business Bay projects and The National (2014) reports that DAMAC completed it. DPF could not find a DAMAC project page, and the legal entity holding title is not stated in sources it opened.
Is Capital Bay in Business Bay completed?
The National reported in November 2014 that DAMAC had completed its 18-storey Capital Bay in Business Bay. DPF found no handover certificate or official completion date, so ask the seller for the title deed and check the registration with the Dubai Land Department.
Is Capital Bay one tower or two?
Press reports DPF opened describe a single 18-storey building, while some portals list Tower A and Tower B. DPF could not confirm two towers from an official source. Match the tower and unit number on the title deed to the advert.
Are there other projects called Capital Bay in the UAE?
DPF found none in a reliable source, though portals sometimes spell it Capitol Bay. DAMAC has neighbouring Business Bay projects with similar names, such as Executive Bay, so confirm the building name and unit on the title deed.
How do I find a Capital Bay apartment below its original price?
Ask for the DLD record of the current owner's purchase price and compare it with recent registered sales in the same building. Clear the title, service charges and any mortgage before you treat a discount as real.
What are the Capital Bay service charges?
DPF has no official figure to quote. Ask the owners' association or building manager for the current-year charge, the reserve fund and any special levy, and obtain a clearance statement before transfer.
