Safeer Towers in Business Bay: two buildings under one name

Safeer Towers is a pair of completed residential buildings, not a master community and not a single block. The developer's own website lists Safeer Tower 1 and Safeer Tower 2 as separate portfolio entries, both marked as Business Bay projects. That matters the moment you read a resale advert. A listing that says only "Safeer Towers" could mean either building, and the two have different unit counts, different floor counts and different unit mixes.

DPF files the page under the Business Bay area as the assigned parent, with the community-level label kept as set in the CRM. Business Bay also exists on DPF as a community record, Business Bay community, and the two stay separate. For the wider district, start on the area page and return here for building-level checks.

Developer: Al Seeb Real Estate Development (Alseeb Developers)

The website alseebdevelopers.com presents the company as Alseeb Developers and names the entity Al Seeb Real Estate Development, with an office at Bay Square 2 in Business Bay. It says the firm has "30 years of Real Estate Development in UAE". DPF cannot independently confirm that figure, so read it as the company's own claim. The site does not give a longer legal name or a trade licence number on the pages DPF opened.

The same site lists six completed projects: four in Business Bay (the two Safeer towers, Royal Regency Suites and Royal Regency), Welcome Residency in Arjan, and Safeer Residences 2 in Dubailand. It also lists retail interests, including Safeer Mall branches in Khalifa City and Ajman, which sit outside Dubai and outside this page. DPF has no live developer page for Al Seeb, so there is no developer link here.

This reads as a smaller private developer rather than a listed group. That is not a warning on its own. It does change how you research: there is no annual report for DPF to cite, so the evidence sits in the documents you ask for on the specific unit.

Safeer Tower 1 and Safeer Tower 2: what the developer says

Safeer Tower 1

The developer's page gives the address as Al Asayel Street, Business Bay, and counts 170 apartments. The unit list is three types of studio, three types of one-bedroom and two types of two-bedroom. Listed features include a lobby with four elevators, landscaped gardens, a pool, a gym, a kids' play area, individual parking, CCTV and district cooling. The status line reads "Finish & Sold out".

Safeer Tower 2

For Tower 2 the site shows 178 apartments and a 14-floor layout. The mix runs from studios through one- and two-bedroom types to three-bedroom townhouse-style units and five-bedroom duplex penthouses. Facilities include a fitness centre, an open-air gym, a pool with jacuzzi, steam rooms and sauna, an indoor sports arena with squash court, a library, a kids' play area and 24-hour security. This page too says "Finish & Sold out". The Tower 2 page gives no street address beyond Business Bay.

Broker pages quote other figures for Tower 2, including different floor and unit counts. DPF has used only the developer's numbers and cannot reconcile the gap. If a listing quotes a unit total or floor count, ask which document it came from.

Property types and ownership in Safeer Towers

Everything the developer describes is residential. Tower 1 is studios, one-bedrooms and two-bedrooms; Tower 2 adds larger formats at the top of the range. DPF found no official source for office or retail space inside either building.

On ownership, Dubai Land Department's "Know Your Rights" guide lists Business Bay among the designated areas for foreign ownership. That is an area-level statement from a guide that predates today's market. It does not replace the title deed, which shows the plot, the building, the unit and the registered owner. Check the status of the specific unit on the DLD property status service before you commit to anything.

Handover and status: finished and sold out

Both towers are shown as finished on the developer's site. DPF did not find a completion date, handover date or occupancy certificate reference on the pages it opened, so none is quoted. Because the buildings are described as complete, a Safeer Towers resale should run on a title deed, not an Oqood registration. If an agent offers a unit "still under Oqood", ask why, and ask for the developer's statement.

Safeer Towers resale apartments: checks before an offer

Resale is effectively the only way in, since the developer calls both towers sold out. That is a private-seller market, and it is where below-original-price and motivated-seller deals surface. Start with paper.

Read the title deed against the advert: building name, tower number and unit number. Ask whether a mortgage exists; if it does, a mortgage liability letter from the bank gives the settlement figure and tells you how the release will work at transfer. Ask for the service-charge statement, with arrears cleared before transfer, and ask the property manager for the current charge rather than trusting a number in an advert. DPF holds no official service-charge data for Safeer Towers and publishes none.

If the flat is tenanted, ask for the Ejari contract and the rent. Match the advert's permit number against the RERA record and confirm the agent is registered. Where the developer's No Objection Certificate is part of the transfer, apply for it early. The DLD guide notes the developer may charge an administrative fee for it, and a late NOC is a common reason quick sales stall.

Safeer Towers below original price: reading the discount

A low ask tells you little by itself. Compare it with recent registered transfers for the same tower and layout, using DLD transaction data or an agent's printout, and avoid comparing Tower 1 with Tower 2. A flat priced well under similar units may have a lower floor, a poor view, an old mortgage or unpaid charges, or an owner who needs cash. Each is a fair reason. Each carries a different risk, and you separate them by asking and getting the answers in writing.

The developer's pages show a starting price for Tower 2. DPF is not quoting it, because it is a sales-period marketing figure and not a transaction record.

Safeer Towers distress sale: how to tell a real one

Genuine distress in a completed building usually leaves a paper trail: service charges in arrears, a mortgage close to default, a landlord leaving the country with a lease still running. None of it shows in a listing. It shows when you ask for statements and see how fast the seller can produce them. A seller who delays every document is giving you information.

Be just as wary of "distress" used as a hook. If the price sits next to the last registered transfers for that layout, there is no discount to chase. Ask for the unit's transfer history and check when the seller bought, because a recent purchase can limit how far they can drop.

Where Safeer Towers sits in Dubai

The developer places Tower 1 on Al Asayel Street in Business Bay and gives Tower 2 the Business Bay label only. DPF found no official source for distances to the canal, the metro or Downtown, so those are left out. For the district next door see Downtown Dubai, and for the city overview the Dubai page. Claims that these towers are better or worse than other Business Bay buildings are an agent's opinion; DPF found no official comparison.

Frequently asked questions

Is Safeer Towers one building or two?

Two. The developer's website lists Safeer Tower 1 and Safeer Tower 2 as separate projects, both in Business Bay, with different unit counts (170 and 178 apartments, according to the developer). Always confirm which tower a listing means and match it to the title deed.

Who built Safeer Towers?

The developer's website names Al Seeb Real Estate Development, trading as Alseeb Developers, with an office in Business Bay. It describes the project as its own work. DPF did not find a longer legal entity name or licence number on the pages opened.

Are Safeer Towers apartments available from the developer?

According to the developer's website, both towers are finished and sold out, so buyers are dealing with private owners. That makes the resale checks central: title deed, mortgage letter, service-charge statement, NOC where needed, and Ejari if the flat is let.

Can foreigners buy in Safeer Towers?

The DLD Know Your Rights guide lists Business Bay among designated areas for foreign ownership. That is an area-level statement. For a specific flat, check the title deed and the DLD property status record, and ask a registered agent or lawyer to confirm the unit's status before paying a deposit.

How do I spot a below-original-price Safeer Towers flat?

Ask the seller for the original purchase record or the DLD transfer history, then compare the asking price with recent registered transfers for the same tower and layout. A genuine discount shows up against those records. A figure that only looks low beside broker adverts proves nothing.
