Samana Ocean Pearl, Dubai Islands
Samana Ocean Pearl is a Samana Developers waterfront project on Dubai Islands. DPF sets out what the developer states and how to check an off-plan resale or distress sale.

Samana Ocean Pearl on Dubai Islands: what the project is
Samana Ocean Pearl is a waterfront residential project by Samana Developers on Dubai Islands. The developer's own site lists it under that name and places it on "Dubai Islands". The same site publishes separate pages for Samana Ocean Pearl 1 and Samana Ocean Pearl 2, so buyers will meet both labels on adverts, in Oqood records and in broker chatter. This page treats them as one project family with two phases, and the practical consequence is simple: always find out which of the two a unit belongs to.
It is not the same thing as Samana Ocean Bay. The developer's Dubai Islands area guide describes the two projects in separate entries with their own amenity wording, and DPF keeps a separate draft for Ocean Bay. Do not treat the names as interchangeable.
Developer and master developer
The developer is Samana Developers, which DPF covers on its Samana Developers page. Samana's site does not state the legal name of the company behind each project, so DPF cannot give you a registered entity name from the sources it opened. The seller's paperwork, the Oqood record and the Dubai REST escrow register are where the exact legal developer name shows up.
Samana's own blog names Nakheel as the master developer of Dubai Islands. That is the master-planning layer. Nakheel is not the project developer of Ocean Pearl, and a Nakheel NOC or master-community rule set may still matter to a resale. You can read more on the Nakheel Properties page.
A word on a similar name. DPF's records also contain a developer called "Ocean Pearl Property Development". Portal listings place that company's projects in Jebel Ali, and none of the official Samana pages DPF opened mention it. On the evidence available, it is an unrelated entity that shares two words with this project. If the distinction matters to a purchase, ask for the developer name on the sales contract.
Where Samana Ocean Pearl sits: official location wording
Samana's project page says the development is "located on Dubai Islands" and describes it as a waterfront residential project. In its area guide the developer calls Dubai Islands "a master-planned archipelago off the coast of Deira in North Dubai". For the wider context, see the Dubai Islands area page on DPF, which is the parent for this entry.
On access, the developer's page quotes drive times: the Dubai Canal and Metro within 5 to 10 minutes and Dubai International Airport at roughly 20 to 25 minutes. Those are the developer's marketing figures, not measured journeys, so test the route yourself at rush hour.
Property types and amenities the developer states
Samana's blog and the Gulf News launch report both describe one-, two- and three-bedroom apartments and four-bedroom penthouses. The developer says units come with private pools and smart-home technology. Its project page lists a leisure pool deck, private apartment pools, green spaces, a kids' pool, a sun deck, smart-home features and dedicated parking, and its area guide adds bicycle parking.
All of that is developer wording. DPF has not seen the approved plans, the handover specification or the unit-level floor plans. If an advert promises a private pool or a particular view, ask for the unit's own plan and compare it to the Oqood record and the sales and purchase agreement. Specifications can differ between floors and between the two phases.
Handover and construction status
This is the part to read carefully. In its launch report of 10 September 2024, Gulf News gave expected completion dates of December 2026 for Ocean Pearl 1 and March 2027 for Ocean Pearl 2. Samana's own blog repeats those two dates. They are developer-announced targets, not confirmed completions, and DPF has not found an official source showing a completion certificate or handover for either phase.
At the time of writing, in early October 2026, the first target date is still in the future. A cautious reader should therefore treat any Samana Ocean Pearl handover claim as unconfirmed until the developer issues a formal notice. Ask for the latest construction-progress statement and check whether the project's escrow account and registration are active on Dubai REST.
For the developer's wider record, Samana's press release published through Zawya in August 2026 says it has handed over more than 1,300 units and has 13,000 under construction. That is the company's own statement and says nothing specific about Ocean Pearl.
Ownership and freehold: check the title, not the headline
Samana's area guide says Dubai Islands is a freehold community where UAE residents and international buyers can purchase property outright. That is the developer's statement. Foreign ownership in Dubai is confined to designated areas under Dubai Regulation No. 3 of 2006, so verify the plot's status and the project's registration with the Dubai Land Department before you commit, and do not assume a neighbouring island or phase carries the same terms.
Buying a Samana Ocean Pearl resale: what to check
Samana Ocean Pearl resale apartments are, for now, mostly an off-plan resale story. A seller is usually transferring a contract that is still under construction, so the paperwork is different from a handover resale. If you are looking for a distress sale or a unit below original price, the checks below separate a genuine discount from a problem.
Off-plan resale paperwork
Ask for the Oqood registration, the original sales and purchase agreement and the payment receipts. Match the amount paid so far to the developer's statement of account, not to the seller's spreadsheet. Request the developer's NOC for assignment and ask what administrative fees apply, and who pays them. If the seller holds a mortgage, the bank will need to issue a liability letter, and the buyer needs to know what is outstanding before any price is agreed.
Check that the advert carries a RERA or Trakheesi permit number and that it belongs to the broker advertising the unit. On a resale, Form F is the memorandum of understanding between buyer and seller and Form A is the seller's agreement with the broker; a registered broker or trustee office can confirm which forms apply to your case.
Below original price: how to test the number
A unit listed below original price may simply be a smaller or less well placed unit, a lower floor, or one where the seller has already paid little. Compare like for like: same phase, same bedroom count, same view and same payment stage. The developer publishes its payment plans, and DPF does not reproduce them. What a resale buyer needs is the remaining instalment schedule on the specific contract, so a payment plan resale is only worth considering once you have seen what is still due and when.
Distress is often an arithmetic problem. A seller who has paid a large share of the price and needs cash may accept a lower premium over what has been paid. A seller who has paid very little may offer a headline discount that means little once you take over the remaining instalments. Read the schedule, then the discount.
Service charges and running costs
Samana has not published Ocean Pearl service charges in the pages DPF opened. Ask for the developer's or master community's service-charge estimate, and for clearance of any charges due before transfer. On a completed unit, ask for the owners' association or developer statement of account. If the unit is let, request the Ejari and the lease terms.
Samana developer reviews and track record
For Samana Developers reviews and track record, rely on documents instead of impressions. Compare the original handover dates on past Samana contracts with the dates the buyers actually received keys, and check whether earlier Samana projects registered on Dubai REST had their escrow accounts in good order. Samana's site publishes awards and sales claims, including a claim that the first two waterfront projects sold out in two hours. DPF repeats that as the developer's statement only. It tells you demand was high at launch, not that a resale will be easy or priced below market.

Frequently asked questions
Is Samana Ocean Pearl the same as Samana Ocean Bay?
No. Samana's own Dubai Islands guide lists them as separate projects with their own amenity descriptions. They share a developer and an island group, but they should have separate registrations and contracts, so confirm the exact project name on the Oqood record before you pay anything.
Who is the developer of Samana Ocean Pearl?
The developer is Samana Developers. Samana's blog names Nakheel as the master developer of Dubai Islands. The exact legal entity behind each phase is not stated on the pages DPF opened, so check the sales and purchase agreement and Dubai REST for the registered name.
When is Samana Ocean Pearl due for handover?
The developer's blog and a Gulf News launch report from September 2024 give December 2026 for Ocean Pearl 1 and March 2027 for Ocean Pearl 2. Those are announced targets. DPF has not found an official completion notice, so ask the developer for current progress.
Can foreigners buy Samana Ocean Pearl property in Dubai?
Samana says Dubai Islands is a freehold community open to UAE residents and international buyers. That is the developer's statement. Confirm the plot's freehold status and the project's registration with the Dubai Land Department before relying on it.
How do I check a Samana Ocean Pearl off-plan resale?
Ask for the Oqood registration, the sales and purchase agreement, payment receipts and the developer's statement of account. Request the assignment NOC and fee details, any mortgage liability letter, and confirm the advert's RERA or Trakheesi permit. Then compare the remaining instalments, not just the headline discount.
Is Ocean Pearl Property Development related to Samana Ocean Pearl?
DPF found no link. Portals place Ocean Pearl Property Development's projects in Jebel Ali, and Samana's official pages do not mention that company. DPF has not seen a corporate register extract, so check the developer name on any contract.
