29 Burj Boulevard
29 Burj Boulevard is a completed Emaar residential complex in Downtown Dubai, with two towers joined by a podium of boulevard apartments on Sheikh Mohammed bin Rashid Boulevard. This guide explains how a distress sale or below market resale appears on DPF and the title deed, NOC and service charge checks to finish before paying.

29 Burj Boulevard overview
29 Burj Boulevard is a completed residential complex by Emaar in Downtown Dubai. Emaar Community Management, which runs the community, calls it 29 Boulevard and describes two towers linked by a frontal podium, with Boulevard Apartments set within the podium. The architects were Frank Williams & Partners, and the design includes a double-height reception styled after classic New York residential towers. Homes range from studios to three-bedroom apartments.
DPF drafts the page as a community under the live Downtown Dubai area page. The /communities/29-burj-boulevard address answers with a homepage canonical, so it is a soft catch-all and not a live twin. Title deeds and listings use several labels for the same complex, including 29 Burj Boulevard, 29 Boulevard, Tower 1, Tower 2 and the podium, so DPF matches cards by tower or podium and unit number.
Name collisions
Downtown Dubai has several Emaar addresses with "Boulevard" in the name. Boulevard Central sits between The Residences and 29 Boulevard, and 8 Boulevard Walk, BLVD Crescent and BLVD Heights are separate projects further along. Burj Views is also a different Emaar complex on the outer edge of Downtown. DPF links a card to this page only when the title deed names 29 Burj Boulevard and the tower or podium.
Location and access
The complex fronts Sheikh Mohammed bin Rashid Boulevard, the loop road through the heart of Downtown Dubai, with Burj Khalifa, Dubai Mall and the Dubai Fountain within walking distance. The Burj Khalifa/Dubai Mall Metro station and Sheikh Zayed Road are close by, and Business Bay lies immediately next door.
Downtown's event calendar, including New Year celebrations and fountain shows, brings crowds, road closures and noise on certain nights. Owner-occupiers should ask how access to the building works during major events.
Projects and buildings in 29 Burj Boulevard
Tower 1, Tower 2 and the podium
The two towers rise to different heights, and the podium apartments face the boulevard at a lower level. Emaar Community Management lists studios and one, two and three-bedroom units in the complex. Floor plans, views and service charge apportionment can differ between the towers and the podium, so the title deed must state which part of the complex the unit belongs to.
Shared facilities
Emaar Community Management lists a swimming pool, a children's pool, a gym, indoor and outdoor children's play areas, barbecue areas, a games room, a multipurpose hall and a steam room on the podium, plus basement parking. Ask the owners' association about planned refurbishment, because a complex of this age may need major works that affect future service charges.
Completion
29 Burj Boulevard is complete and occupied. A purchase today is a ready transfer on a title deed. Public sources quote slightly different storey counts for the towers, so DPF does not repeat heights and relies on the floor stated on the deed.
Ownership scope
DPF reads ownership from each unit's title deed and does not treat all of Downtown Dubai as freehold by default.
Finding distressed and below-market units in 29 Burj Boulevard
Finding distressed and below-market units in 29 Burj Boulevard means filtering DPF cards labelled below market, below original price, distress sale or motivated seller. Because the towers have been occupied for years, every deal is a title deed resale completed at a DLD trustee office.
Motivated sellers in an established Downtown building tend to be landlords exiting long-held investments, owners relocating, estates being divided, owners refinancing and sellers wishing to avoid upcoming refurbishment charges. Tenanted units can trade lower because vacant possession is not available.
Compare a below market claim with DLD-registered sales in the same tower or podium, bedroom type, floor band and view, whether of the boulevard, Burj Khalifa or the city. The original Emaar launch price is a historic number for a finished building, so recent registered sales are the relevant test. DPF shows the seller's label and does not value units.
Distress-purchase risks include tower and podium mix-ups, outstanding service charges, mortgages to be released at transfer, tenancies with time left, holiday-home permits linked to the unit and unapproved changes inside the apartment.
Buying checks before you pay
Have these confirmed in writing before you pay:
- Title deed: the deed names 29 Burj Boulevard, the tower or podium and the unit, and the seller is the registered owner.
- Oqood history: this is a completed building, so an Oqood should have been replaced by a title deed long ago.
- Payment plan and outstanding balance: confirm no developer payment plan balance remains and that any mortgage will be cleared at transfer.
- Developer NOC: obtain Emaar's NOC confirming service charges are paid and transfer is permitted.
- Service charges: request the current statement and any reserve fund or refurbishment notices.
- Tenancy or holiday-home use: check the Ejari or holiday-home permit, the end date and notice terms.
Complete the transfer at a DLD trustee office and make sure the new title deed carries your name before the balance is released.
