Art Bay
Art Bay is a low-rise, two-tower residential project by Ellington Properties with Dutco on the Al Jaddaf waterfront, near the Jameel Arts Centre and Culture Village. This guide explains how off-plan resale, distress and below original price listings arise, how East and West towers differ, and the Oqood, NOC and payment checks to complete first.

Art Bay overview
Art Bay is a residential development by Ellington Properties, delivered under the Dutco Ellington partnership, on the Al Jaddaf waterfront. Ellington's project page describes one, two and three-bedroom apartments in a building whose cube-like facade pays homage to the nearby Jameel Arts Centre. Amenities named by the developer include a fitness centre, a swimming pool, a theatre, a rooftop arts club, landscaped gardens and outdoor yoga and wellness classes, with home automation in every unit. The project is off-plan.
DPF lists Art Bay under the live Al Jaddaf area page. Resales before handover are Oqood assignments approved by the developer.
East and West towers
The project comprises two low-rise towers, Art Bay East and Art Bay West, each registered separately. Unit mix and floor plans differ between them. A listing should state the tower, and the Oqood confirms it.
Location and access
Al Jaddaf runs along Dubai Creek between Dubai Healthcare City, Culture Village and the Business Bay Crossing. Ellington places Art Bay near Dubai Opera and Dubai Design District, with museums and cultural venues close by. Al Jaddaf Metro station on the Green Line and Al Khail Road give quick links across the city.

Homes and amenities
Unit types
One, two and three-bedroom apartments are the core offer, with compact studios in some registrations. Three-bedroom homes are the smallest group, so their comparable sales are thin.
Art-led design
The facade and the rooftop arts club reflect the cultural setting of Jameel Arts Centre and Culture Village. Ask which units face the creek and which face inland.
Smart homes
Ellington describes home automation controlling lighting, climate and security from a smartphone, alongside energy-efficient appliances.
Payment plan
Art Bay was sold on a staged plan. Ask the seller for Ellington's statement of account showing what is paid and what remains.
Ownership scope
DPF does not assume freehold status. Confirm title type and eligibility with DLD.
Finding distressed and below-market units in Art Bay
Off-plan projects in creek-side districts draw both investors and end users. Some buyers want to exit before handover, others face a large instalment, and a few change plans entirely. Such a motivated seller may accept less than the contract value, which creates distress and below original price cards.
DPF publishes no figures and does not certify that a listing sits below market. Ask how much has been paid, what remains outstanding, and whether Ellington requires a minimum share paid before resale.
Buyer due diligence
- Confirm Art Bay East or West, floor and unit on the Oqood.
- Ask the seller to request an Ellington NOC showing the balance and transfer fee.
- Look up the project on the DLD register, including its escrow account and reported progress.
- Ask for service charge estimates for the rooftop and wellness facilities.
- Confirm Ellington's resale threshold.
- Complete at a registered trustee office.
Creek views
Creek-facing units command attention, but plots nearby along the Al Jaddaf waterfront may still be developed. Ask which plots face the unit and what is planned for them before paying extra for a view.
Construction timing
Compare Ellington's progress updates with DLD's project status.
Finishes and design
Ellington is known for design-led interiors. Ask for the finishes schedule for your unit type.
Living in Al Jaddaf
The district is quieter than Business Bay but close to it, with hotels, hospitals and the creek promenade nearby. Ask about future construction along the waterfront.
Mortgage at handover
Banks lend on completed homes. Plan how you will fund the remaining balance at handover.
Tenant appeal
Creative professionals, healthcare staff and families working in central districts form the likely tenant base. Ask a seller how they expect demand to develop once nearby projects complete.
Snagging
Book an independent snagging inspection at handover, log defects in writing with photographs, and agree with Ellington a timetable for fixing them within the defects period.
From Oqood to title deed
Until completion, your ownership is recorded as an Oqood on the DLD register. Once Ellington completes the towers and you have paid in full, DLD issues the title deed. Keep copies of every receipt and the NOC from your assignment, as they support the conversion.
Dutco Ellington partnership
Art Bay is a joint project, and sales documents may name the joint-venture company rather than Ellington alone. Check that the NOC is issued by the same entity named on your Oqood and that your payments go to the registered escrow account.
Who buys here
Art Bay's scale and design attract owner-occupiers who want a quieter creek-side address close to Downtown, as well as investors expecting demand from professionals in Business Bay and Dubai Healthcare City. Understanding which group a seller belongs to helps explain why they are selling and how flexible they might be.
Amenity running costs
A theatre, a rooftop arts club, a pool and wellness spaces in a low-rise project are shared among relatively few units. Ask for Ellington's estimated service charge budget and how it is likely to compare with larger towers nearby.
Registration history
Ask DLD for the unit's registration history to confirm earlier assignments carried an Ellington NOC.
