Bay Residences Dubai Islands
Bay Residences Dubai Islands is the first residential phase of Rixos Dubai Islands Hotel and Residences, built by Nakheel with Excelsior Real Estate in Dubai. This guide explains how off-plan distress sale and below OP resales appear on DPF, how Bay differs from Beach Residences, and the Oqood and NOC checks.

Bay Residences Dubai Islands overview
Bay Residences Dubai Islands is the registered project name for the first residential phase of Rixos Dubai Islands, Hotel & Residences. Nakheel launched the scheme with its partner Excelsior Real Estate LLC as the first hotel-and-residences offering on Dubai Islands, the archipelago off the Deira coast. Nakheel later appointed Sembol Construction to build what its own announcement calls Rixos Bay Residences and Villas, and that apartment, duplex and villa component is the stock this page covers.
DPF drafts Bay Residences Dubai Islands as a community under the live Dubai Islands area page. A soft URL answers at /communities/bay-residences-dubai-islands, but it canonicalises to the homepage, so DPF does not treat it as an existing record. The live Nakheel developer profile is self-canonical and is the developer link used here. Registry mirrors show the project filed by a joint entity, Nakheel and Excelsior Real Estate L.L.C, so a genuine Oqood should carry that developer line rather than a generic Nakheel label.
Bay versus Beach Residences
Nakheel released Rixos Dubai Islands in two residential phases. The Bay component came first. Phase II followed a few months later as Beach Residences Dubai Islands, which has its own project registration, its own buildings and its own payment schedule. Because both phases share the Rixos brand, the cove and the beach, sale cards often say only "Rixos Dubai Islands". DPF treats Bay and Beach as different projects until the Oqood names the phase, the building and the unit.
Registry records can also show the location as Palm Deira, the former name of the land that became Dubai Islands. A Palm Deira address on the paperwork is not by itself a red flag, but it must match the project name and unit on the seller's documents.
Location and access
Dubai Islands is a group of five reclaimed islands north of the Deira waterfront, reached from the mainland through the bridge links that connect the islands to Deira. Nakheel places the Rixos cove within a short drive of Dubai International Airport, Deira and the older city centre, with Downtown Dubai further south along the main highways. Travel times in marketing assume clear roads, so test the drive at the hour you would actually commute.
The Rixos plot sits in a sheltered cove with a beach that Nakheel says all residents can use. Much of the surrounding island land is still under construction, so expect site traffic, temporary road layouts and changing access routes until the wider island programme settles. Ask which gate and drop-off point will serve your building once the hotel opens.

What the Bay phase contains
Nakheel's construction announcement describes the Bay component as one, two, three and four bedroom apartments, duplexes and villas set around landscaped podiums with views over the water. The original launch release for the wider scheme mentions overhanging terraces, four-bedroom duplexes with private pools, beach houses with gardens and a small group of standalone villas. Treat those as scheme-level descriptions and confirm which unit type your Oqood actually records.
Shared facilities promised across Rixos Dubai Islands include communal residential lounges, hotel-style lobbies with drop-off areas, infinity pools, a spa and a fitness centre, plus the beach. The hotel itself is operated under the Rixos brand and is not residential stock. A card that blends hotel keys with residences needs a clear answer on what is being sold.
Construction status
Bay Residences Dubai Islands is an off-plan project under construction. The completion date on the DLD file is a registry field rather than a promise, and independent registry trackers have reported progress running behind the planned curve. Before you rely on any handover date a seller quotes, pull the current construction percentage and escrow account for the project through the Dubai REST app.
Ownership scope
Third-party registry mirrors list the Rixos project files as freehold. DPF still reads the ownership right on each unit's Oqood, and later on the title deed, rather than describing every plot on Dubai Islands as freehold.
Finding distressed and below-market units in Bay Residences Dubai Islands
Finding distressed and below-market units in Bay Residences Dubai Islands means reading seller-labelled cards on DPF: below original price, below OP, below market, distress sale or motivated seller. At this stage almost every opportunity is an off-plan assignment, where the original buyer transfers the Oqood and the remaining instalments to you.
Third-party trackers describe a payment plan that loads most of the price into the construction period instead of handover. That structure is exactly where distress appears: a buyer who planned to sell before the next instalment, an investor whose finance changed, or an owner worried by slower construction may accept less than the original price to exit cleanly.
Benchmark any below market claim against DLD-registered assignments in the same phase, building, floor band and bedroom type, and against Nakheel's original SPA figure for that unit. A sea-facing duplex and an inner apartment do not share a reference. DPF shows the seller's label and does not value units.
Distress-purchase risks include confusing Bay with Beach Residences, unpaid instalments hidden behind a low headline figure, assignment rules that block a transfer until enough of the price is paid, hotel-linked units sold as residences, and payments requested outside the project escrow account.
Buying checks before you pay
Confirm each point in writing before any deposit leaves your account:
- Registration: the Oqood names Bay Residences Dubai Islands, the building, the unit and the Nakheel and Excelsior developer entity, and matches the SPA and the DPF card.
- Payment plan: Nakheel's statement of account lists every instalment paid, every instalment still due and the dates attached to them.
- Outstanding balance: agree in the contract who pays the remaining instalments and any arrears or late fees, and obtain a bank letter if the seller financed the purchase.
- Developer NOC: ask Nakheel for its current assignment policy, the paid share required before resale and the NOC fee, then obtain the NOC for the named unit.
- DLD transfer: complete the assignment at a registration trustee office so the Oqood is reissued in your name, and record who pays each fee.
- Service charges: ask how service charges will be set at handover and which hotel-linked services, if any, residents will fund.
A title deed is only issued after completion and handover. Until then the Oqood is your proof of interest, so never accept a screenshot in place of the registry record.
