Boulevard Central Towers

Boulevard Central is a completed pair of Emaar towers linked by a podium on Sheikh Mohammed bin Rashid Boulevard in Downtown Dubai, between The Residences and 29 Boulevard. This guide explains how distress sale and below market listings arise in an established Downtown address, how the two towers differ, and the title deed, NOC and service charge checks to make.

Boulevard Central overview

Boulevard Central is one of Emaar's earlier residential buildings in Downtown Dubai. Emaar Community Management, which manages the community, describes two towers linked by a podium on Sheikh Mohammed bin Rashid Boulevard, between The Residences and 29 Boulevard, offering one, two and three-bedroom apartments. Podium amenities listed by ECM include a swimming pool and children's pool, a gymnasium, a steam room, indoor and outdoor children's play areas and a business centre.

DPF nests the towers under the live Downtown Dubai area page. The buildings are complete and long occupied, so every resale is a title-deed transfer.

Tower One and Tower Two

Listings often name the towers by number. The two differ in height and in the views each floor commands, so a unit's tower and floor matter as much as its bedroom count. The title deed and the DLD building record confirm both.

Not to be confused with similar names

Downtown has several "Boulevard" addresses, including 29 Boulevard, 8 Boulevard Walk and BLVD Heights. Check the building name on the title deed before you compare figures.

Location and access

The towers stand on the boulevard loop that circles Burj Khalifa, a short walk from Dubai Mall, the Dubai Fountain and Souk Al Bahar. Burj Khalifa/Dubai Mall Metro station on the Red Line serves the district, and Sheikh Zayed Road and Financial Centre Road link to DIFC and Business Bay.

Homes and amenities

Apartments

One, two and three-bedroom apartments, with layouts that reflect the period when Downtown's first towers were designed: generous rooms and balconies, and kitchens that may be more enclosed than in newer towers.

Podium facilities

The pool deck, gym, steam room and children's play areas sit on the shared podium. The business centre is a useful extra for residents working from home.

Boulevard frontage

Ground-level retail and cafés along the boulevard add convenience, while the boulevard's events and traffic bring activity close to lower floors.

Ownership scope

DPF does not state freehold status. Confirm title type and eligibility with DLD before negotiating.

Finding distressed and below-market units in Boulevard Central

Boulevard Central's long history means many owners bought years ago, and many units are let. Distress tends to follow life events: a landlord leaving the UAE, an owner settling debts, or an estate being divided. Such a motivated seller may accept a figure below market. Owners who bought at a high point in an earlier cycle may even sell below original price.

DPF does not quote prices or certify a card as under the market. Compare DLD-registered sales in the same tower and unit type, then adjust for floor, view towards Burj Khalifa or the boulevard, and the condition of the apartment.

Buyer due diligence

Renovation status

Older Downtown apartments vary widely in condition. Some have been fully renovated; others keep original kitchens and bathrooms. Budget accordingly and inspect closely.

Building systems

Ask the owners association about lift modernisation, chiller and air-conditioning replacement and facade works. Major works in a building of this age are common and can affect service charges.

Views and outlook

Burj Khalifa views from upper floors carry a premium, but outlooks can change as nearby plots are developed. Ask which plots face the unit.

Parking

Confirm the number of bays registered with the unit and their location in the basement.

Event nights

New Year's Eve and major Downtown events close roads and restrict access. Residents receive access arrangements, but expect disruption.

Tenant demand

Professionals working in DIFC, Business Bay and Downtown form a steady tenant pool. Ask a landlord-seller about recent vacancy periods and whether the unit is let furnished.

Short-stay history

Downtown attracts holiday-home operators. If the unit has been let short term, ask for the permit and check whether community rules allow it to continue.

Mortgage and valuation

Banks value on registered sales in the building. If the valuation falls short of the asking figure, treat that as information, not an obstacle.

Comparing with newer towers

Newer Downtown towers such as those in the Opera District offer modern layouts and amenities at different service charge levels. Weigh the original space and location of Boulevard Central against newer finishes.

Furnished or vacant

A unit sold vacant gives you a free choice between moving in and letting it. A furnished, tenanted unit may suit an investor but limits how quickly you can renovate. Agree the inventory in writing before signing.

Owners association minutes

Minutes from recent general assemblies show what owners have voted on, from lift upgrades to podium refurbishments, and whether there are disputes with the facilities manager. Ask the seller for copies or request them through ECM.

Registration history

Ask DLD for the full registration history, including the original Oqood conversion, transfers and mortgages.
