The Heart of Europe: a project brand, not a standalone developer

The Heart of Europe is the name of an island-resort project on The World Islands off Dubai. It is not a separate developer. The project's own website, thoe.com, names Kleindienst Group as the developer behind it, and Kleindienst's website (kleindienst.ae) lists The Heart of Europe as one of its property developments. Arabian Business and a Kleindienst press release published on Zawya say the same. DPF therefore treats Kleindienst Group as the developer and The Heart of Europe as the project.

What the official sources say

According to thoe.com, the project has six themed islands: Europe Island, Honeymoon Island, Switzerland Island, Sweden Island, Germany Island and The Floating Venice Lido. The properties page lists hotels on Europe Island, floating villas on Honeymoon Island, beachfront mansions on Sweden Island, villas on Germany Island and an underwater resort at Venice Lido. The Kleindienst press release on Zawya describes more than 4,000 keys and 20 hotels and resorts, and says the voco Monaco Dubai has 198 keys. It also says the Artist Hotel on Main Europe Island had reached rooftop level, without giving a date.

The sources disagree on the distance from the shore: figures of 4 km, 6 km and 15 minutes appear in different pieces. DPF does not quote a distance. None of the pages opened gives handover dates, a registered plot or a RERA permit number, and thoe.com does not name a seller entity on its properties page.

Group and master-developer relationship

Kleindienst describes itself as a group working in property development, construction, hospitality and other fields. Its site shows an address in Dubai Media City, but the legal entity behind each sale has not been verified. The National reported in 2016 that Nakheel was the master developer of The World and that Nakheel and Kleindienst settled a dispute in 2013. That article is old, so ask for current title and plot documents rather than relying on it.

Buying and resale checks

For a Heart of Europe resale or a below-original-price offer, ask for the SPA, the Oqood record or title deed, the exact plot and island, the registered developer name, and evidence of escrow. DPF could not confirm freehold status or ownership eligibility from official sources, so check the Dubai Land Department's title and plot records. Many units here are hotel or villa products, so ask about any operator agreement and service charges in writing.

Correct identity: a master development, not a developer

The Heart of Europe is the project name. Official material describes Kleindienst Group as its developer. DPF therefore classifies this record as a community within The World Islands rather than as a developer profile. This avoids creating a false corporate entity and lets project-level searches resolve to one canonical page.

The scheme spans several themed islands and includes hospitality and residential products. A buyer should identify the exact island, building or villa product, because delivery status, operating arrangements and documents may differ across the wider development.

Island-property verification

Request the plot and project registration, the contracting developer's legal name, the SPA, payment statement and any escrow information. Confirm what access, transport, utilities, beaches and shared facilities are included and which entity will operate them. For a branded hotel or serviced residence, review the rental, management and owner-use terms rather than relying on promotional summaries.

Resale and completed-unit checks

For an off-plan assignment, obtain the registration certificate, developer NOC and a current statement of account. For a completed unit, obtain the title deed, service-charge clearance, handover record and any hotel-management agreement. A below-original-price comparison must use the same island, product, view and contractual rights. DPF does not publish unverified completion dates, returns or tenure statements and advises checking the current DLD record before payment.

Frequently asked questions

Is The Heart of Europe a developer?

No. According to thoe.com and kleindienst.ae it is a project of Kleindienst Group. DPF lists the developer as Kleindienst Group and the project as The Heart of Europe.

Where is The Heart of Europe?

It is on The World Islands, off the Dubai coast. The sources give different distances from shore, so DPF does not quote one.

What should I check before buying a Heart of Europe resale?

Ask for the SPA, Oqood or title deed, the plot and island, the registered developer, escrow evidence and any operator agreement. Check ownership rights with the Dubai Land Department.

Are handover dates published?

DPF found no handover dates on the official pages it opened. Ask for the SPA long-stop date and check construction progress independently.
