TownX Real Estate Development
TownX Real Estate Development is a Dubai builder with a delivered track record in Jumeirah Village Circle and current projects in Arjan and Dubai Science Park. This guide explains where below OP and motivated seller listings tend to appear across its buildings.

Delivered first, then expanding
TownX has an unusual selling point among smaller Dubai developers: it publishes a delivery record. The company's site lists several completed buildings in Jumeirah Village Circle, namely Luma Park Views, Luma 21, Luma 22, Easy 18 and Easy 19, alongside two projects now under construction:
- Ashley Hills, low-rise boutique residences in Arjan with studios up to three-bedroom homes;
- 11 Hills Park, studios and one-bedroom apartments in Dubai Science Park, with sky pools and a padel court among the amenities.
The delivered JVC buildings are compact, typically five storeys or so, with podium gardens and rooftop pools. That format attracts landlords who want easy-to-let units at modest ticket sizes.
Two different resale markets
Because TownX has both ready and off-plan stock, buyers are really choosing between two markets.
Ready units in JVC. These trade like any completed apartment. Sellers are mostly landlords: some are tired of managing tenants, some want to consolidate into larger homes, and a few face pressing financial circumstances. Pricing can be compared directly with registered transfers in the same building, which keeps claims honest.
Off-plan contracts in Arjan and Dubai Science Park. Here a seller transfers their contract and remaining instalments to you. This is where below OP listings are most common, because investors who planned to flip before handover sometimes find themselves facing payments they would rather avoid.
Signs of a motivated seller
Some indicators that an owner is genuinely flexible:
- the unit has been relisted several times with a lower ask each round;
- the seller mentions an upcoming instalment or a handover payment;
- the listing invites offers rather than stating a firm figure;
- the owner is abroad and wants the transfer handled by power of attorney.
None of these prove a distress sale, but together they suggest room for negotiation. Ask directly why the owner is selling; a candid answer often helps both sides reach terms quickly.
How to check the numbers
Start with documents. For a ready unit, request the title deed and service charge statement. For an off-plan unit, request the Oqood certificate, the payment plan and the developer's account statement. Then compare:
- the original contract price against the current ask;
- the total cost to you, including instalments still owed and transfer fees;
- recent Dubai Land Department transfers for similar layouts in the same project or the next closest.
A listing that looks under market value on the headline figure can lose its appeal once the remaining payments are added. Conversely, a seller who has paid most of the price may be offering a real best deal if they simply want out.
Building-level differences
Within JVC, small buildings can trade at noticeably different levels depending on orientation, proximity to the community parks and the quality of shared facilities. Luma Park Views, for example, is marketed around wellness amenities, which some tenants value. In Arjan and Dubai Science Park, the comparison set is the surrounding wave of new mid-rise blocks, many of which will complete around the same time. Concentrated completions can briefly soften rents and encourage some owners to sell rather than let.
Practical transfer notes
Off-plan resales with TownX will need a developer no-objection certificate and confirmation that instalments due so far are paid. The developer may have its own minimum-paid threshold before a resale is allowed, so ask its customer team early. Ready transfers are completed at a Dubai Land Department trustee office, with the usual registration fee split agreed between buyer and seller.
Keep copies of every document exchanged, and make sure the memorandum of understanding names the unit, the agreed price and the date by which the developer's certificate must be obtained.
