The most headline-grabbing reform is the complete abolition of the minimum property value for sole owners. Under the amended rules, an individual investor who holds 100% ownership of a Dubai property no longer needs to meet any minimum purchase price to qualify for the two-year investor visa. The property can be any value, provided the investor is the sole, undisputed owner registered on the Dubai Land Department’s title deed. This change is transformative.
