Dubai Islands, City Walk and Dubai South: A Nigerian Buyer's Guide to Where Below-Market Sales Can Arise

Below-market Dubai sales tend to arise where there is a large pool of off-plan or newly handed-over units whose first owners may need to sell: Dubai Islands, City Walk and Dubai South all fit that pattern in different ways. Treat any area as a place to screen, not a promise of a discount. For each, confirm handover status, title, developer NOC, service charges and access before paying.

Key takeaways

How to read Dubai's map for deals

Nigerian buyers know the word "estate" for a gated development. In Dubai the nearest idea is a master community: a developer plans roads, parks, retail and towers together, and owners pay service charges for the shared parts. Foreign buyers may acquire freehold ownership in designated areas (u.ae). Regulation No. 3 of 2006 first listed designated areas and the set has been expanded since, so confirm the designation of the specific plot with DLD rather than relying on an old list (Regulation No. 3 of 2006%20of%202006.html)).

DPF lists distress-labelled and off-plan resale inventory on its distress properties page, which shows listings with DPF labels such as "Below Recent DLD Transactions" and paginates through them. It has no filter panel, so the screening work happens in your own comparison with DLD records. DPF's labels are editorial: DLD, RERA and the Dubai government have no official class called "distress" (Dubai legislation portal%20of%202008.html)).

Dubai Islands: a waterfront project still taking shape

What it is. Dubai Islands is a mixed-use waterfront project of artificial islands off the coast of Deira, developed by Nakheel. It was first conceived as Palm Deira, renamed Deira Islands in 2013 and renamed Dubai Islands in 2022; construction is ongoing (Wikipedia: Dubai Islands). Published descriptions differ on details such as the number of islands, so rely on Nakheel's current master plan rather than a broker's brochure. DPF's Dubai Islands page presents Nakheel as developer and lists completed and off-plan resale inventory, and we did not use its numbers.

Typical property types. Listings seen under DPF's Dubai Islands labels include apartments of several sizes and villas. Confirm in the master plan which sub-project a unit sits in, as layouts and handover dates differ between projects.

Where below-market sales can arise. In general terms, an off-plan unit can be resold by an original buyer who needs cash, wants to exit before handover or cannot keep up with instalments. Law 19 of 2020 ties the developer's remedies on buyer default to completion level, so a unit in a project at an early stage can have a different position from one near handover (summary only; read the law) (Law 19 of 2020%20of%202020%20Amending%20Law%20No.%20(13)%20of%202008%20Regulating%20the%20Interim%20Real%20Property%20Register%20in%20the%20Emirate%20of%20Dubai.html)). Because the area is still being built, resale prices can also reflect uncertainty about timing and surroundings.

What to verify.

Buildings to look up. Bay Grove Residences is a DPF building page listing Nakheel as developer. It is a listing view, not a building guide, so no facts are attributed to it here. We found no other verified Dubai Islands building pages to link.

City Walk: an urban precinct inside Al Wasl

What it is. City Walk is described as a partially pedestrianised shopping and leisure neighbourhood within the Al Wasl community, opened to the public in February 2016 and developed by Meraas (Wikipedia: City Walk). Meraas describes it as a lifestyle space to live, work and play, with residential projects, retail and dining, and a signature Central Park (Meraas). DPF has a City Walk page, a separate Central Park at City Walk page and a real Al Wasl community page.

Typical property types. Meraas lists apartments and townhouses across its City Walk residential projects. Larger layouts appear on DPF's City Walk listings under its labels.

Where below-market sales can arise. City Walk is a ready, urban place, so the situations are more often owner-led: an investor who bought off-plan and wants to realise value at handover, an owner relocating, or a seller who needs to settle a mortgage. A "below original price" tag, which DPF uses on some City Walk listings, is relative to what the seller paid, not to what the market pays today. Always ask for the benchmark.

What to verify.

Buildings to look up. Verve, Verve Tower B and Erin are DPF building pages showing Meraas as developer and City Walk as area. They are listing views, so use developer and DLD records for building facts.

Dubai South: a master-planned city around an airport

What it is. Dubai South, renamed from Dubai World Central in 2015, is an economic zone designed for logistics, aviation, commerce, exhibitions and residential use, with Al Maktoum International Airport at its centre (Wikipedia: Dubai South). The master developer describes it as a master-planned city with residential communities, a free zone and aviation and logistics services (Dubai South). See DPF's Dubai South page and a separate Emaar South page.

Typical property types. DPF's Dubai South page has featured studios and apartments in Azizi Venice and townhouses at Emaar South, plus occasional commercial listings at the time we checked.

Where below-market sales can arise. Many units are off-plan or recently handed over, so the usual routes apply: a first owner reselling an assignment, an investor exiting, or an owner who cannot complete a payment plan. Because Dubai South is still developing around a large airport project, surroundings may change over time, which affects how one buyer values a unit versus another.

What to verify.

Buildings to look up. Azizi Venice is a DPF building page for an Azizi Developments project in Dubai South, with a related Azizi Venice community page. Both are listing views. We found no other verified Dubai South building pages to link.

More Dubai areas worth screening

Each is a place to compare, not a recommendation. Confirm every detail with DLD or developer documents.

A six-step screening workflow on DPF

  1. Start with the question. Decide your budget in your own currency, check the live rate when you convert, and note whether you want ready or off-plan.
  2. Browse inventory. Open the distress properties page for listings with DPF labels and the off-plan properties page for off-plan resale and new-launch listings.
  3. Narrow by place. Use the areas index and, where relevant, the communities index and developers list to see which developers sit behind a listing.
  4. Benchmark. For each shortlisted unit, compare against recent registered DLD transactions in the same building, using DLD open data and the extraction date (DLD Real Estate Data).
  5. Verify. Check the broker licence and advert permit, ask for the title or the project registration, the developer NOC and the service-charge position (DLD verification service).
  6. Plan the payment route. Off-plan payments belong in the project escrow account; resale payments follow the trustee-office process. Use regulated channels and keep source-of-funds papers.

Frequently asked questions about these Dubai areas

Which is better for a below-market purchase: Dubai Islands, City Walk or Dubai South?

None is better in the abstract. Dubai Islands and Dubai South involve more off-plan and early-stage stock; City Walk is a ready urban precinct. What matters is the specific unit's price against recent registered sales, its handover status, its service charges and the seller's reason for selling. Screen units, not neighbourhood reputations.

Can a Nigerian buy property in these areas?

Foreign buyers may acquire freehold ownership in designated areas, according to u.ae, and the designated list has expanded since the 2006 regulation. Confirm that the exact plot is in a freehold area and who the developer is. A Dubai lawyer or a Real Estate Registration Trustee office can confirm the status.

Is a "below original price" tag the same as below market?

No. It compares the asking price with what the seller paid, which may have been high or low. "Below market" needs a benchmark, normally recent DLD-registered sales of similar units in the same building. Always ask which benchmark was used and verify it from DLD open data.

What is the first document to ask for on a resale?

Ask for the title deed (or, for off-plan, the sale contract and payment receipts), the developer e-NOC and a statement of service charges. If the unit is mortgaged, ask for the bank's liability letter. A real seller can usually produce these quickly; delays are information.

How do I check service charges before I buy?

DLD's Service Charge Index lets users look up approved service fees for jointly owned properties by project name, usage type and year, through the DLD website, Mollak or the Dubai REST app. Compare the figure with what the seller or broker tells you and ask for any arrears to be cleared.

Does DPF guarantee that a listing is below market?

No. DPF labels are editorial and cannot guarantee that a property is priced below market, and Dubai has no official distress category. Use the label as a starting point, then benchmark against DLD records, check the broker and permit, and ask for documents before paying.

What about funds, CBN rules and source of funds?

Use regulated channels, keep source-of-funds documents for the money you use, and check current CBN and home-country rules with a qualified adviser before committing. This article does not give transfer limits or methods and quotes no exchange rates; check the live rate when you convert.

Should I buy without visiting?

That is a personal decision, and some buyers do it through a trusted adviser. Whatever your choice, appoint an independent lawyer or adviser, not only the seller's or developer's team, and have someone check the building and surroundings on the ground before you commit.
