Laguna Residence
Laguna Residence is ONE Development's two-tower project in City of Arabia, Dubailand, built around a swimmable podium lagoon and marketed with AI-assisted smart-home features. This guide explains how off-plan resale, distress and below original price listings arise, how the two towers differ, and the Oqood, NOC and payment checks to complete first.

Laguna Residence overview
Laguna Residence is a residential project by ONE Development, a Dubai-based boutique developer, in City of Arabia. ONE's brochure describes two high-rise towers, named Tiffany and Cyan, rising from a shared podium that holds a swimmable lagoon with a beach. The developer markets the project around artificial intelligence: smart-home controls and recommendations for amenity use built into the residents' platform. Homes range from studios and one to three-bedroom apartments to lofts, duplexes and larger sky homes. The project is off-plan.
DPF nests Laguna Residence under the live City of Arabia area page. Every resale before handover is an Oqood assignment approved by ONE Development.
Tiffany and Cyan
The two towers carry their own names in sales documents and on the Oqood. Floor plans, views and unit mix vary between them, so a listing must state the tower before you compare it with another.
Location and access
City of Arabia lies in the Dubailand corridor off Sheikh Mohammed Bin Zayed Road, close to Global Village, IMG Worlds of Adventure and the Arjan and Al Barsha South districts. Residents reach Al Khail Road and Emirates Road quickly. There is no Metro station in the district, so most residents drive.

Homes and amenities
Unit range
Studios and one to three-bedroom apartments make up most of the stock. Lofts, duplexes and sky homes add larger, rarer options with thinner comparables.
Podium lagoon
The swimmable lagoon and beach on the podium are the signature amenity. ONE's brochure also lists an infinity pool, gyms, yoga and pilates spaces, a virtual-reality zone, mini golf, cinemas, sports courts, children's areas, co-working, barbecue spaces and a dog park.
AI features
ONE presents its AI platform as controlling home systems and suggesting amenity bookings. Ask how the system is maintained after handover, who owns the data and what it costs residents.
Payment plan
Laguna Residence was sold on a staged plan. Ask the seller for ONE's statement showing payments made and those still due before and after handover.
Ownership scope
DPF does not assume freehold status. Confirm title type and eligibility with DLD.
Finding distressed and below-market units in Laguna Residence
Large off-plan towers with long payment plans attract investors who may later want out. A buyer who purchased several units, someone facing a large construction milestone, or an owner whose plans changed can become a motivated seller and accept less than the contract value. That produces distress and below original price cards, and occasionally offers below market.
DPF quotes no prices and does not say a card undercuts comparable sales. Ask how much has been paid, what remains outstanding and when the next instalment falls due.
Buyer due diligence
- Confirm Tiffany or Cyan, floor and unit on the Oqood.
- Ask the seller to request a ONE Development NOC showing the balance and transfer fee.
- Check the DLD project register for escrow and construction progress.
- Confirm ONE's minimum payment threshold for resale.
- Ask for service charge estimates covering the lagoon and amenities.
- Complete at a registered trustee office.
Lagoon running costs
A swimmable lagoon needs water treatment, lifeguards and constant maintenance. Those costs flow into service charges, so request ONE's estimate and treat it as provisional until the owners association sets a budget.
Tower height and lifts
Tall towers depend on lift capacity. Ask how many lifts serve your floor and how the developer plans peak-time access to the podium.
Construction progress
Compare ONE's updates with DLD's project status. A delay shifts your funding timetable.
Who buys in City of Arabia
The district attracts young families and professionals seeking more space for the money than central districts offer, with theme parks and schools nearby. Ask a seller why they bought and why they are leaving.
Boutique developer scale
ONE Development describes itself as a boutique developer. Ask about its track record on completed projects and how it handles snagging, and confirm all payments go into the registered escrow account.
Mortgage at handover
Banks usually lend only on completed homes. Plan how you will pay the balance at handover.
Snagging
At handover, book an independent inspection of the apartment and its smart-home systems, record every defect with photographs, and agree with ONE a timetable for repairs within the defects period.
Comparing with ready stock nearby
Completed apartments in Arjan, Al Barsha South and Dubailand offer immediate use and known service charges. Weigh those against a newer Laguna unit with its lagoon and AI features.
From Oqood to title deed
Until handover your interest is recorded as an Oqood at DLD. Once the towers are complete and the price is paid, DLD issues a title deed in your name. Keep the assignment NOC and every receipt, as you may need them at conversion.
Pets and the dog park
A dog park among the amenities suggests pet-friendly rules, but owners associations set the final policy. Ask ONE how pets will be managed in lifts, on the lagoon deck and in apartments.
Registration history
Ask DLD for the registration history to confirm earlier assignments carried a ONE NOC.
