Arsenal East
Shown a Zephyra or Vibe contract by a motivated seller? This guide explains who Arsenal East is, what its official pages say about its two Dubai projects, and how to judge an off-plan resale, a distress sale or a price below market before you take over the payment plan.

Developer overview
Arsenal East operates through Arsenal East Real Estate Development LLC in the UAE. Its website, published in English and French, lists two Dubai projects and a range of services: hotel and holiday-home management, a concierge service, a fly-and-buy package for overseas buyers and fee-development work for other investors.
That service mix matters because many owners use the developer's own letting programmes. Buyers should separate the purchase contract from any management agreement. Other listings appear on the Dubai city page.
Arsenal East projects
Zephyra Residences, Dubai Islands
Zephyra is on Dubai Islands and, according to the developer's launch news, comprises two ten-storey buildings. The project page lists apartments, townhouses and penthouses, with a rooftop pool, a relaxation area, yoga and meditation spaces, a grand lobby and green surroundings. It also advertises a post-handover payment option on remaining units.
Vibe, Al Satwa
Vibe sits in Al Satwa, close to the city centre. Arsenal East describes two buildings of fully finished studios and one-bedroom apartments with hotel-style services, a 25-metre indoor pool, gardens, an outdoor terrace, playgrounds and co-working space, with a playful design concept.
DPF does not repeat handover quarters or payment plan percentages.
Finding distressed and below-market Arsenal East contracts
Both projects are off-plan, so distress means an off-plan resale. Many buyers are overseas investors attracted by the fly-and-buy package and hotel-style letting. If their plans change, or a large instalment falls due, they may become motivated sellers ready to assign below original price.
Post-handover plans also matter: a buyer who expected letting income to cover monthly instalments may struggle if occupancy disappoints, which can lead to resales soon after completion. DPF does not certify any figure as under value; compare with DLD-registered resales in the same building.
Arsenal East-specific checks
Management agreements
Ask whether the seller signed a hotel or holiday-home agreement and whether it passes to you.
Post-handover instalments
If monthly payments continue after handover, confirm the balance you would take over.
Townhouse and penthouse units
Zephyra mixes unit types. Compare each with similar homes, not with standard apartments.
Al Satwa redevelopment
Vibe sits in an older district under change. Check nearby construction and access roads.
Fee-development role
Arsenal East also develops for third parties. Confirm it is the registered developer on your Oqood.
Furnished handover
Vibe units are sold fully finished. Ask for the furniture and fittings list, its warranty, and whether replacements will be charged to owners or covered by the operator.
Due diligence before transfer
- Match unit, seller and developer on the Oqood.
- Obtain the Arsenal East NOC confirming no outstanding instalments.
- Request the full payment plan statement, including post-handover sums.
- Check escrow and construction progress on the DLD project record.
- Review any management or letting agreement linked to the unit.
- Register the assignment through a trustee office; the title deed follows completion.
Questions to ask an Arsenal East seller
Ask whether the seller bought through a fly-and-buy trip or an overseas agent, and request every document they signed. Ask how much has been paid, how much remains before and after handover, and what assignment fee applies. Find out whether Arsenal East still has units for sale and at what terms, and whether the seller has been offered a buy-back or exchange by the developer.
Reading Dubai Islands and Al Satwa
Dubai Islands is a reclaimed waterfront district still being built, with beaches and hotels opening in stages and many new residential launches. Buyers there pay for a future neighbourhood, so the timing of infrastructure and the volume of competing completions matter a great deal.
Al Satwa is one of the city's older central districts, between Sheikh Zayed Road and Jumeirah, close to City Walk, Al Wasl and the World Trade Centre. Its central position supports demand for small furnished units, but redevelopment means years of nearby building work. Compare Vibe with completed studios in Al Wasl, Jumeirah Garden City and Al Jafiliya.
Running costs deserve close attention in hotel-style buildings. Concierge, housekeeping and indoor pool upkeep all feed into the service charge, and owners in an operator programme may also pay management fees from any letting proceeds. Ask for the projected budget for each building and the operator's fee schedule before you agree a price. A contract that looks below market may simply reflect high running costs that the next owner will also carry. For Zephyra, check how the townhouse and penthouse units are charged compared with standard apartments, since larger homes usually pay more. For Vibe, compare the total monthly cost of a studio, including fees, with nearby furnished studios already let in Al Satwa and Al Wasl. Those comparisons usually show whether an assignment price leaves room for your own plans.
