Riviera Group
Weighing a motivated seller at La Riviera Tower, a JVC apartment or a villa at Nineteen Riviera Lagoon? This guide explains who Riviera Group is, which Dubai projects its official site lists, and how to test a distress sale or an off-plan resale before you sign anything.

Developer overview
Riviera Group is a family-led developer founded by Abdul Rauf Razzak, who is named on the company website as founder and chairman. The group says it has operated for more than four decades and that it brought its development work to Dubai in 2002. Its head office and sales centre are both listed in Park Heights Square at Dubai Hills Estate, inside Mohammed Bin Rashid City.
The official portfolio mixes high-rise apartments, low-rise buildings and a small villa enclave. One Riviera project page also refers to activity in Pakistan, so buyers should note that this DPF record covers only the Dubai homes. Browse current cards on the Dubai city page.
Riviera projects listed in Dubai
La Riviera Tower, Dubai Marina
The group describes La Riviera Tower as its first Dubai development: a 37-storey building in Dubai Marina with 182 apartments, each set on a corner of the floor plate. The layouts listed are two and three bedrooms plus four-bedroom duplexes, with full-height glazing and atriums every third floor.
La Riviera Apartments, La Riviera Azure and Riviera Chalet, JVC
Three Riviera names sit in Jumeirah Village Circle. La Riviera Apartments is presented as a 22-storey building with one and two-bedroom homes, while Azure and Chalet extend the brand in the same community.
Nineteen Riviera Lagoon, District 11
The newest launch is a gated group of nineteen villas in District 11 at Mohammed Bin Rashid City, designed with architects La Casa and interiors by AW Interiors. Riviera announced a groundbreaking ceremony for it on its news page. La Riviera Estates and Lodge Residences also appear on the projects list without full detail.
Finding distressed and below-market Riviera homes
Riviera's mix of a twenty-year-old Marina tower, mid-rise JVC stock and an off-plan villa cluster means distress looks different in each place. In La Riviera Tower, a motivated seller is often a long-term landlord who wants to exit an older building before major works, and may accept a figure below market to avoid a slow listing. In JVC, where supply from dozens of developers competes, owners who need cash quickly sometimes undercut neighbours.
At Nineteen Riviera Lagoon the pattern is an off-plan resale. With so few villas, any early buyer who wants out is visible, and an offer below original price may simply reflect a payment plan the seller can no longer carry. DPF does not certify any unit as under value. Compare against DLD-registered transfers and Riviera's own current pricing before treating a quote as a genuine opportunity.
Riviera-specific checks
Ageing Marina tower
Ask for the latest building condition survey, lift modernisation plans and any special levies approved by owners. Older towers can carry large one-off costs.
Corner-unit claims
Every La Riviera Tower apartment is described as a corner home, but views differ by height and side. Visit the unit at different times of day.
Which JVC building
Three Riviera names share one community. Confirm the plot number and building name on the title deed so the listing matches the right asset.
Villa design approvals
For District 11 villas, request the approved drawings, specification schedule and any change orders a seller agreed with Riviera.
Small-cluster governance
A nineteen-villa enclave will have a modest owners base. Ask how shared areas and landscaping will be funded and managed.
Due diligence before transfer
- Confirm ownership on the title deed, or on the Oqood for off-plan villas.
- Ask the seller to obtain Riviera's NOC showing no outstanding developer dues.
- Request a service charge statement and the latest budget approved by owners.
- For off-plan resale, get a statement of instalments paid and still to come.
- Check escrow and construction progress through the DLD project record.
- Settle the transfer at a registered trustee office with a manager's cheque or bank transfer.
Comparing Riviera resales locally
In Dubai Marina, measure La Riviera Tower against towers of a similar era on parking, maintenance quality and floor-plan efficiency rather than age alone. In JVC, compare running costs and amenities building by building. For District 11 villas, the relevant benchmark is other gated villa clusters within Mohammed Bin Rashid City.
Timing a Riviera purchase
Riviera's Dubai history spans more than two decades, which means a buyer can see how its early work has aged before committing to newer stock. That is useful context when a seller argues that a quoted figure is a rare chance. Walk through the Marina tower's common areas, plant rooms and car park, and ask the building manager how often major equipment has been replaced. A well-kept older tower can be a sound purchase even when listed slightly above neighbours, while a neglected one may justify a sharper offer.
In JVC, timing matters around new supply. When several fresh buildings hand over nearby, rents and resale prices in established blocks can soften for a period, and that is often when owners of La Riviera Apartments or Azure units become more flexible. For the District 11 villas, watch the construction milestones: assignment interest usually rises once structure is visible, and early sellers tend to negotiate more before that point.
